Aave, Kelp, LayerZero ask Arbitrum DAO for $71M in frozen ETH

Aave, Kelp, and LayerZero have requested that the Arbitrum DAO release $71 million in frozen ETH to support the rsETH recovery effort. The DAO's Constitutional AIP lifecycle currently takes around 49 days from publication to onchain execution, a timeline some delegates consider too long.
